National Assembly Not a Rubber Stamp – Barau
Barau Jibrin, Deputy Senate President, has rejected claims that members of the National Assembly merely act as an extension of the executive arm of government.
He made the remarks in Ilorin while delivering the 15th convocation lecture of Al-Hikmah University, titled “Managing Executive-Legislative Relations Towards Democratic Consolidation in Nigeria’s Fourth Republic.”
Jibrin emphasized that cooperation between the executive and legislature is a deliberate strategy designed to promote good governance. He credited the cordial relationship between the two arms of government to President Bola Tinubu’s experience as a former governor and lawmaker.
“The president’s background has fostered mutual understanding between the executive and legislature,” Jibrin said, noting that Tinubu’s familiarity with legislative processes has enhanced communication and consultation.
He explained that proposed bills are often reviewed with lawmakers before formal presentation, allowing for corrections and faster passage.
“This healthy collaboration has sometimes been misunderstood as the legislature acting as a rubber stamp,” Jibrin said. “But when cooperation delivers results for the nation, why create unnecessary conflict?”
The deputy senate president recalled that tensions between the executive and legislature were more pronounced at the start of the Fourth Republic due to the lingering effects of prolonged military rule. He said previous administrations often exercised authority in a more directive manner, in contrast to the consultative approach of the current government.
Jibrin stressed that sustaining democracy requires wisdom, restraint, and strict adherence to constitutional principles. He added that the longevity of Nigeria’s democracy must be supported by deeper democratic practices.
Addressing the graduating students, he urged them to uphold democratic values, demand accountability, and contribute positively to nation-building. “Democracy thrives not only on institutions but also on enlightened citizens and principled leadership,” he said.
